 VINCENT SEFERSHAYAN, P.E.

President

Mr. Sefershayan has been on the general contracting side of the industry for over 30 years, the last 20 of which were with Judlau Contracting. During his time with Judlau, in an executive capacity he led and developed teams, completing over a dozen public work projects, ranging from $3 million to $88 million. Most recently he was the project manager on the $300 million Queens Midtown Tunnel rehabilitation project. Prior to Judlau, Mr. Sefershayan worked for 11 years at JAB Construction, where he rose from Superintendent to Vice President, working almost exclusively on bridge projects. He earned a BS and MS in Civil Engineering from Rutgers University, and is a licensed engineer in both New York and New Jersey.

WALTER HICKEY, P.E.

Corporate Vice President

Mr. Hickey has worked on the public sector side of the engineering and construction industry for over 30 years, the last 21 of which were with MTA Bridges and Tunnels and New York City Transit. During his time with MTA Bridges and Tunnels, he served in an executive capacity leading professional engineering teams, completing numerous projects valued at up to $300 million. Most recently, he was the Deputy Chief Engineer overseeing the planning and implementation of the $800 million Capital and Major Maintenance Programs at the RFK complex, which included the Queens suspension, Harlem River lift and Bronx Truss bridges and the Henry Hudson Bridge. Prior to working in the public sector, Mr. Hickey worked in the private sector in engineering consulting, construction management and resident engineering inspection. He has extensive experience in bridge rehabilitation, rail reconstruction, water distribution, wastewater system replacement and building construction. Mr. Hickey is a licensed professional engineer in New York. He holds a BS in Environmental and a Bachelor of Engineering in Civil Engineering from Manhattan College.

FRANK VETTESE, P.E.

Vice President of Estimating & Engineering

Mr. Vettese has over 40 years of experience in the heavy construction industry and is well known in the industry for his expertise in pre-construction and construction. He has contributed his experience and expertise for a multitude of public works projects at various capacities. Chief Estimator at Welkin, Mr. Vettese is responsible for the successful execution of the pre-construction process, forecasting construction costs as it relates to all types of construction. Frank’s duties also include developing client relationships, as well as building relationships within the contractor community. Prior to joining Welkin Mechanical, Mr. Vettese was a senior project manager and successfully completed numerous projects, including a $150 million project at a NYCDEP wastewater treatment plant. Previously, he was the Vice President of Operations for an international contractor, specializing in electrical equipment for the wastewater Industry, where he oversaw approximately $200 million in NYCDEP construction projects. Mr. Vettese is a Professional Civil Engineer in New York state and a NYC Master Plumber.

KEITH CAPPUCCIO, P.E.

Vice President of Operations

Mr. Cappuccio has worked in New York City public works contracting for 20 years, which has afforded him an extremely broad and deep exposure to the unique needs of the mechanical, electrical and plumbing industry. He has led and directed complex projects ranging in scope from restaurants and commercial development, to wastewater treatment and rail infrastructure projects having an impact on the everyday lives of millions of New Yorkers. His involvement in this work has included all aspects of construction from inception to completion, including estimating, purchasing, contract negotiation, engineering, design and management of construction activities. A longstanding member of the United Association of Journeyman Plumbers and Pipe Fitters, Mr. Cappuccio is a master plumber in several jurisdictions, complementing his executive responsibilities with his strong technical expertise. He earned his BS in Mechanical Engineering from SUNY Maritime College, is pursuing an MS in Mechanical Engineering at Cooper Union, and is a licensed professional engineer in New York State. 

KEVIN KHEMRAJ

Project Executive

Mr. Khemraj has over 10 years of experience in New York City public works contracting, including experience working on some of the highest profile mechanical projects in the New York infrastructure market. He has a proven track record of seamlessly orchestrating complex installations for multiple projects from inception to completion, with budgets in excess of $50 million. His responsibilities include all phases of construction, including estimating, scheduling, procurement, engineering and management of field activities for multiple projects. Mr. Khemraj is proficient in building and managing vendor relationships for services and products, and he has earned a reputation for exceeding corporate objectives while controlling costs and improving efficiencies. In addition to construction, he manages companywide recruitment and corporate planning, leadership mentoring initiatives and heads the drafting and design department. Kevin earned his BS in Civil Engineering from NYU Polytechnic School of Engineering.

SEAN ALEXANDER, P.E.
Project Executive

Mr. Alexander has over 20 years of experience working on large scale mechanical engineering projects within the New York City infrastructure market. He brings extensive knowledge and experience within mechanical public works projects to Welkin Mechanical, including recent projects such as managing the $183 million NYCDEP Hunts Point contract and the $299 million NYCDEP Tallman Island WPCP contracts. Most recently, he managed the $45 million NYCDEP Bowery Bay WWTP contract. Mr. Alexander is a licensed professional engineer in New York. He holds a BS in Mechanical Engineering from the State University of New York at Buffalo.

JOHN BREHMER
Project Executive

Mr. Brehmer has over 30 years of experience delivering successful improvements for business operations, profitability and team development. He is a resourceful manager and compliance specialist with an ability to thrive in fast-paced, dynamic environments, while sustaining operational accuracy and delivering results for optimal profitability. Mr. Brehmer most recently managed day-to-day operations for the Hudson Yards projects, as part of the trade management team for this $540 million project, which included over 1,000 owner-generated scope changes. He was also instrumental in the completion of the 13.5 megawatt Cogeneration Plant, a project that included overseeing sheet metal, piping, plumbing, sprinkler and high and low voltage work. In addition to his primary work responsibilities, Mr. Brehmer is also an instructor for local Plumber and Steamfitter unions. He attended Alfred State College, where he earned an Applied Science degree, specializing in HVAC.
